"promote development of clean energy which in turn will reduce atmospheric carbon dioxide" - most people still don't understand that, because of its inherent intermittency, "100 MW of nameplate wind energy" requires 100 MW of backup power (usually quick-cycling fossil plants) running somewhere on standby to back it up. Between the constant running of the backup, and its greatly decreased efficiency from repeatedly cycling up and down, THERE IS NO NET REDUCTION IN CO2 FROM WIND GENERATION!
