You could be no more correct. The City does not care what residents think. Thet pay good lip service then do what they want. Roar has over 20 million dollars in rainy day find and city keeps hoarding it. We need more, and more to sock away. If it did not "rain enough" the day of the tornado, when will it be enough water to use it?
