It's insane to force a power company to borrow all the money required to build a power plant ahead of time instead of paying as it goes. That's what doubled the price of the Seabrook power plant and pushed the Public Service Company of New Hampshire into bankruptcy. As long as Missouri has its current law, there will be very little power plant construction within its borders (probably only small peaking power plants), which will make our power less reliable and more expensive.
