Going "downwards" is iffy, they aren't atomic, there's no indivisible unit like the individual to force you to stop. Going upwards, to the extent that social formations are "self-similar" (e.g. does the Missouri statehouse resemble the US Congress?), it's good. As there are no "strange fractals" (they should keep looking the same as you go "up" or "down"), things that "devolve the fractal perfection" are indeed to be avoided.
