The decision by the post office to not raise rates for bulk mailers is great for business but the rate increase does affect Joe Blow trying to make a buck selling on eBay or Amazon. Selling used books, especially heavy ones, on Amazon even before the rate hike wasn't lucrative because Amazon reimbursed postal expense not by the weight of the book but by a flat rate, incurring added expense for mailers. Hopefully, enough sellers will drop out of Amazon's program forcing the company to reassess their reimbursement policy.
