Fountains can be said to symbolize the "Good Life." However, some may remember the energy crisis of 1973-74 when frivolous electrical usage was frowned upon. Today fountains might symbolize "Water Wars" and demand exceeding supply. Those mounting the steps at the Joplin Law Enforcement Building at 303 E. Third St., perhaps, answering summonses might not want to be reminded that they'll need more money also to pay their rent after their landlords raise it to pay for the 46+ percent rate hike the Missouri Public Service Commission saw fit to give Missouri American Water Company. Nevermind that the company claims they were only asking for an initial rate hike of about 24 percent and nevermind that most of the PSC commissioners live across the state in Jeff City.
